It could have been a human story and how human life actually works in the hell infested Sanctuary. They could have made a story about Westmarch and it's power struggles with the other city states, or a story about the conflicts of different factions.

They could have covered what the fuck the Immortals were up to during D2 and why they aren't around for D3. They could have had an interesting set of stories about the world. They didn't need to create a big bad boy. It could have covered backstory in a fun way (think Rogue One), but each character encounter is so damn limited and focused on THE SHARDS that there's nothing memorable. The story could have setup the lore elements that will play into D4, but I doubt these elements will stick around.

The story is completely inconsequential and forgettable. It's like a middle schooler trying to make something darker and scarier, a complete laugh. And there's a hilarious fight with the butcher where he literally takes 60 seconds to snarl and say 'Fresh Meat'. One of the zones is Kulle's library but there's nothing new learned other than Kulle helped seal Baal. Sideshow wise, several D2 characters return for cameos but then nothing really happens. I doubt the shards or the Immortals will be carried over in D4 in any significant way. Then it ends with Diablo going 'I'm coming bois' and Deckard losing his shit about it saying he needs to start prepping for Diablo's return. But the big bad demon of the game dies in the end, Hell doesn't get any Worldstone shards, and the cool weapon you were using to deal with them is destroyed. It adds some concepts like shards of the Worldstone being a real fucking problem and how there's a group of humans called Immortals that are tasks with defending Sanctuary.
